Henneman Engineering, Inc. was selected to provide LEED/commissioning services for the new Killeen Police headquarters, which nearly tripled the size of the existing police facility. The City of Killeen set a goal of LEED certification for the project, and the project was designed with an internal goal of LEED Silver certification. In 2011, the project was awarded LEED Gold certification, surpassing both the City’s goal, and the project team’s original internal goal.
Key components of the headquarters include an underground emergency operation center, larger holding facility, crime lab, new communications system, exercise facility, and space for a future potential heliport. The building includes a three-story section containing administration, records, and training; a two-story section for criminal investigations and patrol; and a one-story section for booking, holding, and evidence processing. The emergency operations center, which is partially underground, is able to function during virtually any type of disaster the city encounters. The 80,000-square-foot complex includes provisions to expand in 20 to 30 years. The previous 27,000-square-foot station located in downtown Killeen is now a precinct that supports the new headquarters.
PSA-Dewberry, architects for the building, designed the station to be not only sustainable but environmentally friendly. The facade contains large window sections to allow daylight from different angles, and in many cases, artificial light will not be needed during the day. The building’s temperature is controlled by geothermal heating and cooling, an energy saving process. Building commissioning was another step taken to make the building environmentally friendly and reduce energy costs.
Henneman Engineering commissioned the building systems per LEED-NC, v2.2 and ASHRAE Guide 1. Commissioning was intended to directly achieve the following specific LEED objectives: Energy and Atmosphere – Prerequisite 1 – Basic Commissioning and Energy and Atmosphere – Credit 3 – Enhanced Commissioning. Henneman Engineering’s responsibilities during the commissioning process included preparing the Commissioning Plan and Schedule, Pre-functional and Functional Test procedures, and staff training requirements.
