State of Wisconsin Capitol, Heat & Power Plant Rebuild

Capitol Heat & Power Plant Rebuild provides steam and chilled water to heat and cool the State of Wisconsin Capitol and eight other government buildings for a total of 3,000,000 SF. This project consisted of a complete boiler, chiller, and electrical system rebuild. To prepare for the rebuild, the project included 2,800 linear feet of utility tunnel including sanitary sewer, potable water distribution and power distribution. The project installed two new 13.8 kV / 4.16 kV transformers, two 1,000 kW generators and associated switchgear. The cooling towers were completely replaced and constructed on site as the final stage of the project.
Henneman Engineering led this project and provided mechanical and electrical engineering services.
Facility Improvements
- Eliminated the use of coal
- Replaced steam driven generator with diesel generator
- Replaced coal fire boilers with four fuel oil boilers (total 120,000 lbs/hr)
- Replaced absorption chillers with electric drive chillers
- Replaced steam driven generator with electric chiller
- Upgraded plant controls to fully DDC with variable flow capability
Energy Efficient Systems
- Variable frequency drive pumps and chillers
- Provide 19 million gallon thermal energy tank
